IEEE Transactions on Systems, Man and Cybernetics, Part B, Electronic Publishing Procedures


Welcome!  Thank you for choosing to submit your manuscript to the IEEE Transactions on Systems, Man and Cybernetics, Part B electronically. You can expect faster, high quality reviews.  You can include attachments. In addition, our goal is that your paper will appear on the IEEE XPLORE  web site in four to five weeks after we receive the final accepted version with copyright, and later will appear in the printed journal. The following set of pages enables you to submit an electronic version of  your journal article for the IEEE Transactions on Systems, Man and Cybernetics Part B.  Please note that as of January 1, 2002 all papers to Part B must be submitted electronically. The submission process and the advantages are described below. General information on the SMC society  and the Transactions  is available by following the highlighted links.  Why submit electronically?

 What is the format? What kinds of attachments?

 How do I submit my paper now that it is written?

Why?

Electronic submission is expected to significantly reduce the review cycle.  More importantly, it allows you to include attachments  (e.g. images, video, animations) to help explain the research represented in the paper.  You can include code and data that allows others to build on your research.  In addition, an accepted paper that was submitted electronically will appear on the IEEE XPLORE web site within 3 weeks of receipt of the corrected page proofs of an accepted, formatted paper , so you get your work disseminated faster.  The paper will appear in print  in the usual way at a later time in the IEEE Transactions on SMC, Part B for archival purposes.

What?

Your paper must be submitted in Portable Document Format (pdf) or PostScript.  It must print correctly on 8.5 X 11 inch paper.  For Unix and Windows systems there are postscript to pdf converters, notably ps2pdf which is a part of ghostscript.  A text version of your abstract is required.
You will find that PDF  files are usually smaller and  therefore faster to upload than PostScript files.

The following are allowable attachments at this time:

  • Powerpoint animations,
  • Mpeg video files, and
  • Java applets.
  •  Code with specific compilation instructions and execution instructions and machine specific information may also be submitted.
  •  Data sets are encouraged with a description of the data format.
There are publicly available viewers for most platforms for each of the first 3 types of attachments. Details of acceptable attachments are provided here.

How?

When you are ready to submit, please follow this link to our ManuscriptCentral site:
  http://mc.manuscriptcentral.com/smcb-ieee/
You will have to create an account, if you do not yet have one.  Then you will log in and be asked for contact information, keywords and an abstract.   You will then upload either your paper or a file  indicating the paper and attachment files that you will be uploading.  Then a paper number will be generated and returned to you. The site has instructions and/or help buttons on each page.
