I am pleased to welcome you to another edition of IEEE SMC Society e-Newsletter.

We have just completed another highly successful 2003 IEEE International Conference on Systems, Man and Cybernetics, our flagship conference full-sponsored by SMC Society. It was another exiting and fruitful experience, as usual, to be present there with hundreds of most prolific researchers in the fields of Systems, Man and Cybernetics from all over the world, and to meet with many of our active, sociable SMC Society members. I would like to remind our readers that our next major conference will be the inaugural IEEE Int. Conf. on Networking, Sensing and Control, March 21—23 2004, in Taipei. For more information, please refer to http://ins.cn.nctu.edu.tw/icnsc2004. To check out for more information about SMCS sponsored and in-cooperated conferences, please go to the section “Conferences” within this Newsletter and use the links therein.

I would like to encourage SMCS members to actively contribute to your Newsletter. We are constantly working on broadening the Newsletter in breadth and depth.

We will be having new officers for SMC’s officer positions, and Board of Governors who were elected at the last month’s Board of Governors meeting to work with from next year. I take this opportunity, firstly, to thank all outgoing officers for their excellent work and cooperation over the last few years. Congratulations to all newly elected for your new positions, I am looking forward to working with you all.

I take this opportunity also to convey my greetings to the SMC Society members whose membership has been promoted to the grade of IEEE Fellow recently giving the due recognition to their outstanding contributions and exceptional profession distinctions.

If you are yet to become an IEEE member, I encourage you to apply for the membership, and take this opportunity to join SMC Society and actively involve in our society activities.

Thank you for your contributions to this edition of Newsletter. I eagerly expect your contributions, comments and suggestions to the IEEE SMCS e-Newsletter as we are dedicated to make this publication give maximum reader satisfaction.
