It is a great pleasure to welcome you to the third issue of the SMC e-Newsletter.

I am so pleased to inform that an inaugural SMC Student Design Competition is being worked out and will be announced in the near future. The prime objective of the competition is to reward students’ innovative efforts in the areas of Systems, Man-machines, and Cybernetics. Your participation in terms of organizing, reviewing, and sending suggestions and comments will be highly appreciated.

Current issue’s Activity Reports section starts with a paper from Professor Mo. Jamshidi et al. on their project of “Virtual Laboratory (V-Lab)” at the University of New Mexico. Also introduced therein is “Intelligent DEVS”, an integral part of the concept of V-Lab for creating intelligent simulations. Prof. Kaz Kawamura et al. at the Center for Intelligent Systems, Vanderbilt University, has also sent a report sharing their research, experience, and ideas about natural and robust human-robot interactions. We also have a short report from Dr. Stuart Rubin about his work on developing novel AI techniques for autonomous UAVs applications. Professor Peter Beling has sent us a conference report on recently concluded “2003 IEEE Systems and Information Engineering Design Symposium” at University of Virginia.

I would like to encourage the readers to make best use of the Activity Reports section of the Newsletter also to tell the world about your new research endeavors that got off the ground recently. E-mail your submissions and contributions directly to me at ttlee@cn.nctu.edu.tw . Do not hesitate to include couple of spectacular video clips or pictures.

IEEE Annual Conference on Systems, Man and Cybernetics is an ideal gateway to access information on career resources--including the latest developments in science and technology and advice from experts in Systems, Man and Cybernetics fields. You still have the opportunity to participate in this year’s conference to be held in Washington, D.C., October 5 -- 8, by registering at the conference website https://becat.engr.uconn.edu/IEEE_CSMC_2003/ .

I take this opportunity to thank for all submissions to the current issue. A special thank goes out to my students for keeping the Newsletter website up and running.

Hope you will enjoy this issue of SMC e-Newsletter. Please let us know your comments and suggestions. We will readily endeavor to make the Newsletter more useful and enjoyable.
