Welcome
to another edition of SMC e-Newsletter. We have successfully
published the first issue about e-Newsletter on January
in 2003. Since then, I have received many feedbacks supporting
the publication of newsletter in electronics form. It deserves
a special response. To better serve graduate students and
post doctors, I sincerely invite any submissions that can
tell us about your earlier experience as a new member of
the SMC society, and about how much you enjoyed the experience
of mingling with experienced colleagues, exchanging ideas
and getting advice that crossed the boundaries of institution,
geography and discipline. I hope that, in the near future,
a new section will appear on our newsletter that will be
especially for young investigators. I hope they will log
on and consequently join our society.
How
can I convey to you how moving it was to attend the SMC
annual conference? Imagine nearly 1,000 gifted people from
universities, research institutions, and various industries
all over the world crowded together in conference rooms
to show off their achievements! In this issue, a call for
paper of SMC’03 is included. You still have time to
submit your paper through the SMC’03 web site, as
a first step for active participation in SMC activities,
if you haven’t done so yet.
In this issue, some research activities in the Intelligent
Transportation Systems (ITS) Research Center, National Chiao
Tung University (NCTU) at Hsinchu, Taiwan, is reported.
In addition, a report on The First IEEE International Conference
on Machine Learning and Cybernetics, the first of its kind
that bring together key researchers in the field of the
machine learning and cybernetics around the world, is included.
Herein, I would like to thank the contributors for their
submissions. I would also like to thank all our students
and, Miss Erin Hsieh, my secretary for their time and effort.

hope you will enjoy reading this issue of SMC e-Newsletter.
