Introduction to the Baoding SMC Chapter

    Baoding is located in the Province of Hebei in Northern China. The establishment of the SMC Chapter marks a milestone for the SMC Society since it is one of first two SMC chapters in China. It has 27 founding members from Hebei University, North China Electric Power University, Agricultural University of Hebei, Yanshan University, and Harbin University of Science and Technology, and others.

    Long before the establishment of the Baoding Chapter, many of their new members have been active in IEEE SMC Society activities. Since 2002 they were serving the Society as organizers for the International Conference on Machine Learning and Cybernetics (ICMLC), which has become one of the premier international annual conferences in China. This annual conference is technically sponsored by the SMC Society and is actively supported by the Society leadership. Through ICMLC many Chinese researchers and particularly graduate students have learned about the SMC Society. The founding Chair, Professor Xizhao Wang of Hebei University, was recipient of the SMCS Outstanding Contribution Award for his visionary leadership in founding and managing this major event.

    An important goal of the Baoding Chapter during 2005 is an SMC membership drive. While hosting the 4th International Conference on Machine Learning and Cybernetics (ICMLC 2005) in the southern city of Guangzhou this August, we will have invited lectures and a large number of sessions to encourage conference participants (students and professionals) to join IEEE and SMCS.
