
It is a pleasure to report that plans have been formulated
to post the e-Newsletter quarter-yearly with next
issues having being scheduled to be posted October
1, 2004, January1, 2005, April 1, 2005, and so forth.
Forthcoming issues will also feature Reports by Technical
Committee Chairs about some selected Technical Committees,
Call for Papers of special issues of transactions,
Tables of Contents of the forthcoming transactions,
Introduction to some of our Local Chapters, and at
least one Guest editorial among other novel features
we are planning to feature in the future.
As you can find, the initiative is already visible
in the current issue. We have reports from three of
our technical committees by respective Committee Chairs
giving you more insight into those TCs. Under the
new feature “Our Local Chapters”, this
issue introduces Singapore Chapter and Taipei Chapter,
two of major SMCS Chapters from Asia-Pacific region.
Society Chapters consist of Members from one or more
IEEE Societies who share technical interests and geographical
proximity. Please refer the information given therein,
if you are interested in joining and/or forming a
new chapter in your area. Local chapter is a great
opportunity for you to network locally enabling to
work together and to collaborate each other more efficiently.
One new program that is being worked out is SMC Distinguished
Lecturer Program. The aim is to help Society Chapters
provide interesting and informative programs to serve
the needs of members of the SMC Society and to enhance
their professional vitality by keeping them informed
of new technological developments and applications.

IEEE Membership dues “Minimum Income Provision”

I would like to take this opportunity to welcome and
congratulate SMC’s five new Board of Governors
members who were just elected, namely, Keith Hipel,
Hideyuki Takagi, Wil Thissen, Ljiljana Trajkovic,
MengChu Zhou. I appreciate your cooperation during
last few years and look forward to work with you in
the new position in the coming years.
