It is a great pleasure and honor of being able to serve as the Editor of the e-Newsletter for the IEEE Systems, Man and Cybernetics Society. The e-Newsletter is an ideal publication in the age of the Information Technology Revolution, and its purpose is to provide information of all types related to SMC. It is big enough to provide important information for study, research, conferences, employment opportunities, and other creative activities, yet it is small enough to be accessible and of human scale for our members. In the current issue, we are much honored to have Professor Lotfi A. Zadeh contribute an article on "Probability Theory and Fuzzy Logic". He points out in the article that probability theory and fuzzy logic are complementary rather than competitive. In addition, we also have Professor M. Tomizuka making a report on cutting edge research in the Engineering Systems Research Center (ESRC) of the University of California at Berkeley. Furthermore, Bill Gruver, the Vice President for Long-Range Planning and Finance, has just finished a major overhaul of our Constitution and ByLaws. The revised version, which has been approved by IEEE, is published in the Announcement Section. If you have any questions and comments on this revision, please send to Professor William. A. Gruver (w.gruver@ieee.org). We also have Professor Wil Thissen, the Vice President for Technical Activities, making a report on SMC Technical Activities. If you like any other information, please contact Professor Wil Thissen (thissen@tbm.tudelft.nl) with your questions and comments.

Since this is the first issue, I would like to encourage all members to participate in, contribute to and benefit from editing the e-Newsletter. The success of the e-Newsletter relies heavily on the feedback from members. Any comment or suggestion is welcomed and will be regarded very seriously. Please do contact us, to improve communication and allow us to better serve your needs.

I would like to take this opportunity to remind you to renew your own 2003 SMC membership if you haven't done so yet.
